Contact Survey Program Technical Assistance Report

As the Compliance Officer and Community Liaison (COCL), Dr. Dennis Rosenbaum submitted this Technical Assistance Report, Measuring What Matters to the Community:  A New Performance Evaluation System for the Portland Police Bureau, pursuant to the Amended Settlement Agreement, Case No. 3:12-cv-02265-SI, between the United States Department of Justice and the City of Portland, Oregon, entered April 29, 2022.

This report discusses how the City can implement a Contact Survey Program that would engage and empower the thousands of community members who are stopped by the Portland police or have other contact with a Portland police officer. The report includes a 4-step strategic plan to assist the City in developing this important program. The Contact Survey Program will incentivize a new definition of good policing by introducing community-based performance metrics and encouraging more police officers to “serve and protect” in a fair, respectful, and compassionate manner. This organizational change should have many positive consequences, including greater public trust in the Portland Police Bureau and less need to use force in many situations.
