Under the Portland Settlement Agreement, the Compliance Officer/Community Liaison (COCL) is responsible for collecting, reviewing, and reporting on data related to the Portland Police Bureau's (PPB) interactions with persons experiencing a mental health crisis, use of force, PPB supervision and management of use of force, accountability processes, and training. The COCL independently examines and synthesizes the data for the purposes of reporting to the City Council, the United States Department of Justice and the public on the City's compliance with the Agreement.

In January 2015, the City of Portland hired Rosenbaum & Associates to serve as Portland's COCL. Dr. Dennis Rosenbaum retired in 2023, and a team led by Dr. Tom Christoff—formerly with Rosenbaum & Associates—was selected to serve as the Portland COCL, effective September 1, 2023.

Dr. Tom Christoff’s team is structured under the Center for Justice Research and Innovation at CNA. CJRI works with justice-related and community-based agencies and organizations on the assessment, implementation, evaluation and sustainment of organizational and system-wide improvements in the administration of justice.
